Esta semana se reunieron en Quito las y los l\u00edderes de las organizaciones que conforman a\u00a0<a href=\"http:\/\/coica.org.ec\/\">COICA<\/a> (organizaci\u00f3n ind\u00edgena que respresenta a nueve pa\u00edses latinoamericanos) y emitieron una declaraci\u00f3n <a href=\"http:\/\/coica.org.ec\/la-coica-lanza-al-mundo-un-llamado-para-defender-a-los-defensores-indigenas-amazonicos\/\"><em>En defensa de defensores ind\u00edgenas amaz\u00f3nicos<\/em><\/a> en la que ennumeran las amenazas que enfrentan cada uno de los pa\u00edses que comparten el territorio amaz\u00f3nico y la misi\u00f3n de preservarlo.<\/p>\n <p>M\u00e1s all\u00e1 del complejo y recientemente recrudecido contexto pol\u00edtico que impera en aquellos pa\u00edses, alerta de manera urgente la situaci\u00f3n de los l\u00edderes del Putumayo en Colombia, debido a que el pasado 20 de enero recibieron un comunicado por parte de fuerzas paramilitares colombianas, amenazando de muerte a una lista de m\u00e1s de 240 l\u00edderes de las comunidades de esa regi\u00f3n, y de sus familias. Entre los nombrados se encuentra el dirigente de COICA y <a href=\"https:\/\/opiac.org.co\/\">OPIAC<\/a> Robinson L\u00f3pez Descanse.<\/p>\n <p>El territorio sagrado del <a href=\"https:\/\/bit.ly\/2Tg7b7w\">Putumayo alberga m\u00faltiples riquezas muy atractivas para la industria petrolera y minera<\/a>, por lo que los pueblos originarios de aquella zona constantemente se ven invadidos por empresas extractivas.<\/p>\n <p>Robinson se ha dedicado desde ni\u00f1o a trabajar al servicio de los pueblos en la defensa de su territorio y su cultura; como receptor de la sabidur\u00eda ancestral, como profesional en desarrollo sustentable y hoy como dirigente activista explica que \u201cCreemos que vienen de varias bandas criminales que operan en el Putumayo y en varas regiones del pa\u00eds. Estos grupos que se hacen denominar \u00c1guilas Negras, son c\u00e9lulas que perviven de las auodefensas de Colombia, entendemos que tambi\u00e9n son grupos que se hacen llamar de otras maneras. En este sentido todos sabemos que son bandas que operan alrededor de varias secciones o actividades il\u00edcitas que se desarrollan en el Putumayo, por ejemplo el cultuvo de uso il\u00edcito de la hoja de coca, megaproyectos mineros, tambi\u00e9n alrededor de la exploraci\u00f3n y explotaci\u00f3n de hidrocarburos, de esto es de lo que se financian estas bandas criminales. Para nosotros es realmente grave porque es donde desarrollamos nuestras acciones en materia de derechos humanos, no solamente en Putumayo sino en seis departamentos m\u00e1s. En este momeno hemos recurrido a instancias competentes como la Defensor\u00eda del Pueblo, La Procuradur\u00eda General de la Naci\u00f3n, La Fiscal\u00eda General de la Naci\u00f3n, para que se investigue a procedencia de estas amenazas, y se pueda dar con los responsables\u2026 y proteger de manera efectiva a los l\u00edderes defensores y l\u00edderes sociales que en este momento est\u00e1n siendo objeto de persecuci\u00f3n pol\u00edtica y siendo asesinados. Porque van en este a\u00f1o nueve l\u00edderes ind\u00edgenas asesinados en Colombia&#8230; y la situaci\u00f3n es cada vez m\u00e1s cr\u00edtica, m\u00e1s grave en el pa\u00eds.\u201d<\/p>\n <p>A pesar de las constantes solicitudes por parte de los l\u00edderes ind\u00edgenas, el Estado colombiano no ofrece actualmente recursos ni mecanismos suficientes para enfrentar tales amenazas producto de d\u00e9cadas de conflicto armado que, pese a los Acuerdos de Paz, no ha logrado resolverse.<\/p>\n <p>Es su comunicado COICA solicita respaldo para exigir acciones gubernamentales urgentes para el \u201ccumplimiento de la <a href=\"http:\/\/www.un.org\/es\/universal-declaration-human-rights\/\">Declaracio\u0301n Universal de los Derechos Humanos de las Nacionales Unidas<\/a>, la <a href=\"https:\/\/www.un.org\/esa\/socdev\/unpfii\/documents\/DRIPS_es.pdf\">Declaracio\u0301n de las Naciones Unidas sobre los Derechos de los Pueblos Indi\u0301genas<\/a>, el <a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---americas\/---ro-lima\/documents\/publication\/wcms_345065.pdf\">Convenio 169 de la OIT<\/a>, para precautelar la vida y la existencia de los pueblos indi\u0301genas representados por sus li\u0301deres y lideresas a trave\u0301s de sus propias organizaciones\u201d.\u00a0Sobre esto R\u00f3binson L\u00f3pez pide de manera especial a la comunidad internacional \u201cque se divulguen y se puean dar a conocer, que se pueda visibilizar esta situaci\u00f3n de vulneraci\u00f3n de derechos humanos e infracci\u00f3n al derecho internacional humanitario en todas las instancias, organismos y sesiones de las Naciones Unidas, que los gobiernos se pronuncien en contra de la criminalizaci\u00f3n de los l\u00edderes que est\u00e1 ocurriendo en Colombia, y que los medios de comunicaci\u00f3n seanobjetivos en la visibilizaci\u00f3n de esta problem\u00e1tica\u201d.<\/p>\n <p>&nbsp;<\/p>\n <p>Por Thal\u00eda Castillo<\/p>\n <p>&nbsp;<\/p>\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"454\" src=\"https:\/\/ifnotusthenwho.me\/wp-content\/uploads\/2019\/01\/IMG_20190125_164559.jpg\" alt=\"-\" class=\"wp-image-11193\" srcset=\"https:\/\/ifnotusthenwho.me\/wp-content\/uploads\/2019\/01\/IMG_20190125_164559.jpg 960w, https:\/\/ifnotusthenwho.me\/wp-content\/uploads\/2019\/01\/IMG_20190125_164559-600x284.jpg 600w, https:\/\/ifnotusthenwho.me\/wp-content\/uploads\/2019\/01\/IMG_20190125_164559-768x363.jpg 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/figure>","protected":false},"excerpt":{"rendered":"<p>Putumayo en persecuci\u00f3n 2019 no empieza f\u00e1cil para la cuenca amaz\u00f3nica.
