Biologist and Environmental Technical Support to the Guna Congress for matters related to conservation policy and environmental management.

Between 1984 and 1989 Heraclio participated as Research Assistant and Co-Researcher in the biological-floristic inventory with the Smithsonian Tropical Research Institute of Panama to establish the Protected Area of Nargana in Guna Yala. Later, between 1996 and 1998 he was the Director of the Sustainable Development Project in Guna Yala and is the planner of environmental projects in indigenous territories in Panama.
